from 11 A.M. on February 10 the policemen of Gyumri City
Police Department were carrying out their service in the
crossroad of about 15 districts nearby Journalists’ Club
“Asparez”, banning the entry of the cars with Georgian
registration numbers (plates) to Pushkin Street where the
Headquarter of the Club is located. In reply to numerous
inquiries of the representatives of the Club, drivers and
journalists these policemen explained that they were
carrying out the order of the Head of City Police Department
colonel A.Bichakhchyan. The Chairman of the Council of the
Club L.Barseghyan explained to the policemen banning the
entry of the cars with Georgian registration numbers in
cross-point of Gorky and Ghukasyan streets that their
actions are illegal, anti-constitutional and antihuman. The
policemen remained firm.
Mayor Babajanyan who was on duty in Gyumri Police department
refused to receive operational information about this crime
from the Chairman of the JC Asparez Council.
11:20-11:30 L.Barseghyan informed by phone the office of the
RA Human Rights Defender and RA General Prosecutor’s office
about this crime.

Barseghyan personally informed Shirak region Prosecutor
D.Sargsyan about the refusal to receive his information in
Gyumri Police Department. He was also introduced the real
situation when people’s free movement was hindered by the
police forces, and he was suggested to undertake measures to
des-blockade Musayelyan, Gorky, Spandaryan streets and
Victory avenue of Gyumri city.
these warnings, the police kept the entry to the space of
Journalists’ Club “Asparez” from these streets closed up to
interviews to the local TV companies the Head of Gyumri
Police Department colonel A. Bichakhchyan tried to explain
this blockade with the facts that there is a school in front
of the Club office, the wheels of the cars are worn outs,
made of Capron, and there are balloons with gas in the
boots, and case of entry of these cars accidents and
explosions may occur…
On 11 Feb
Journalists Club “Asparez” has sent a written notice about
these illegalities to RA Prosecutor General.
the above mentioned, Journalists’ Club “Asparez” states:
During 12 years of the activities of the
Club this event and the one on February 8, 2011, which
are directly interconnected, is the only case when
somebody has tried to ban the free flow of the people to
the Club and the nearby area. What has happened can be
called nothing but official stupidity.
The comments of the Head of RA Gyumri
Police Department on the siege of the Club area are
absurd, outrageous and thus indecorous for such a high
official. This official has proved that the logic and
knowledge of the legislation are not necessary for being
the Head of Police Department in Armenia.
In the past the police had a chance to
prove that it cannot carry out the tasks given to it,
particularly to disclose several robberies from the JCA
office employees’ cars parked in front of the Club
office, 2 thefts of electric cables of the Club, the
attempt to set fire on the Club on January 18-19 night,
2008 and the night arson of the Club President’s car on
midnight March 20-21, 2008.
The Club and its partners fully realize
the absurd reality, created by the city policemen, and
which can go on until Armenia remains arena of the
ugliest violations of law and official crimes. The Club
and its colleagues will oppose such illegalities.
Journalists’ Club “Asparez” appeals to
all the citizens of Gyumri and Shirak region, calling
them to refuse any kind of collaboration with the
lawbreaker policemen until the sufficient police
officials have expressed publicly their regret on the
issue of the siege of more then 10 districts and their
misconduct towards the rights of the citizens. We call
to all the citizens who have a will to struggle against
the police illegalities to refuse when it is possible to
provide any service (paid or free) to them, being it a
taxi, a shop, hairdressing etc.
None of the police dependents, any
representative of private, junior or middle officers,
will not be forgiven if he says that by blocking the
city districts he was simply carrying out the order,
because it is well known that criminal orders are not to
be carried out.
